MMRDA's 'Third Mumbai' clears an early hurdle as 160 landowners back land pooling for the new town
The Mumbai Metropolitan Region Development Authority has secured consent from more than 160 farmers and landowners for the proposed "Third Mumbai," an early but symbolically important step in assembling land for the Karnala-Sai-Chirner (KSC) New Town. The 323.44-sq-km township spans 124 villages across the Uran, Panvel and Pen talukas of Raigad district, with MMRDA acting as the New Town Development Authority.
Participation is voluntary, and the state has put a menu of compensation on the table: cash under the MRTP Act, development rights as FSI or TDR, or 22.5% of acquired land returned as developed plots within the same talukas. MMRDA has said mangroves, forest land and Coastal Regulation Zone areas will stay outside the development footprint.
Planned around the Navi Mumbai airport, Atal Setu, JNPT and a proposed Metro Line 8, the KSC township is envisioned as a mixed-use belt of housing, offices, institutions, logistics and data centres — the region's principal long-horizon land bank beyond Mumbai and Navi Mumbai. How quickly consents convert into assembled, serviced land will shape supply across the Panvel-Uran corridor for the next decade.
For now the headline is intent, not delivery. Registered deal activity in the Panvel belt is still thin and early in Finclara's ledger — one corner of the MMR worth watching as the consent process widens.
