Cabinet clears PPP exemptions to fast-track redevelopment of 213 MSRTC depot sites

The state transport corporation's surplus land — about 3,500 acres across 850 locations — moves a step closer to commercial development, with prime MMR depots in the mix.

The Maharashtra cabinet, chaired by Chief Minister Devendra Fadnavis, has approved exemptions from select provisions of the state's public-private partnership policy to speed up redevelopment of surplus land held by the Maharashtra State Road Transport Corporation. MSRTC has already submitted proposals for 213 sites, which will be vetted by the Cabinet Infrastructure Committee and an empowered committee before final sign-off.

The corporation owns close to 3,500 acres across roughly 850 locations statewide, much of it in the middle of established urban markets. The development model, set by earlier government resolutions, is a 49-year lease with an option to extend for another 49, with ownership staying with MSRTC. The corporation's board has been authorised to run tendering, concession agreements and implementation under a committee headed by the state transport minister, and project-management, legal and feasibility consultants are in place.

For the MMR, the interest is in the specific parcels: bus depots and stations occupy station-adjacent, city-centre land in Mumbai, Thane and Navi Mumbai that almost never reaches the open market. Integrated schemes mixing commercial, residential and transport uses on such plots would add meaningful supply in locations where land assembly is otherwise prohibitive.

The decision is separate from the asset-monetisation policy for civic bodies cleared earlier this month, but the direction of travel is the same: Maharashtra is systematically putting public land to commercial work, with transit agencies' estates now squarely in the pipeline.
