Maharashtra sets up a Self-Redevelopment Authority to help societies rebuild without developers

Maharashtra has established a dedicated Self-Redevelopment Authority to help cooperative housing societies rebuild their own ageing buildings rather than hand the work to private developers. The body is meant to offer end-to-end guidance — project planning, financing, contractor selection and execution — and is to be chaired by Mumbai District Central Cooperative Bank president Pravin Darekar.

The state has committed a ₹2,000-crore corpus for interest subvention and structural support, and has eased the entry rules: the minimum plot size for self-redevelopment has been cut from 4,000 to 2,000 square metres, while the consent threshold stands at 51% of society members. Officials peg the addressable universe at roughly 13,500 cessed buildings in Mumbai, plus an estimated 25,000-plus eligible societies across the wider MMR.

Self-redevelopment lets members capture the surplus that would otherwise go to a builder, but it has long stalled on financing and process complexity. A single state authority with a funding backstop could unblock projects that have sat idle for years, particularly in the island city's cessed-building belt around Girgaon, Dadar and Parel.

Early interest is sizeable: more than 1,600 society proposals worth over ₹30,000 crore are reported to be in the pipeline, and how fast money is actually disbursed will decide whether the model scales. Finclara's ledger holds only a growing sample of registered deals in areas like Dadar, not the whole market — but the pace of fresh registrations there is one reference point to watch as self-redevelopment gathers pace.
