Maharashtra moves to outsource sub-registrar offices and digitise property records

Maharashtra's registration department is preparing to open its first privately operated "model" Sub-Registrar Offices, with five planned from August — two in Mumbai and one each in Pune, Navi Mumbai and Nagpur — as the opening phase of a wider plan for about 60 such PPP-run offices across the state. Separately, the state has rolled out a new portal, ePSIT, intended to digitise property-card updates.

Sub-registrar offices are where property transactions are formally recorded, and high-volume centres across the MMR routinely see long queues and delays. Outsourcing day-to-day operations to private operators, while the department keeps statutory control, is pitched as a way to add capacity, standardise service and cut waiting times for buyers, sellers and conveyancing professionals.

Digitising property-card updates, meanwhile, targets one of the more opaque steps in a transaction — keeping ownership records current. Cleaner, faster records reduce friction and disputes, which matters most in dense, fast-trading markets like Mumbai, Thane and Pune.

Both measures are early: the model offices are slated to begin in phases from August, and the practical gains will depend on rollout and integration with existing systems. Still, the direction — more capacity and more digitisation at the registration counter — is one that touches almost every property deal in the state.
