Third Mumbai takes shape: MMRDA opens land-pooling consent across 124 villages
MMRDA, acting as Maharashtra's designated New Town Development Authority, has begun collecting online landowner consent across roughly 124 villages for "Third Mumbai" — officially the Karnala-Sai-Chirner (KSC) New Town — the greenfield city planned on the Raigad mainland around the new Navi Mumbai International Airport. Drone and LiDAR surveys are mapping land holdings, with the area's master plan targeted for completion around August 2026.
The plan leans on land pooling rather than forced acquisition. Under the town-planning-scheme model, owners contribute part of their land and receive back smaller, fully serviced plots — with roads, drainage and utilities — once the layout is finalised. A March 2026 state resolution approving the land acquisition and allocation policy for MMRDA's new-town work gave the consent drive its legal footing, while CIDCO continues parallel infrastructure works across the adjoining NAINA villages it still administers.
For the MMR property market, KSC New Town is the supply-side bookend to the airport-and-Atal-Setu story. A planned city spanning a few hundred square kilometres of largely undeveloped Raigad land would, over a decade-plus horizon, open a major new corridor of housing, offices and logistics in a region where buildable land near the core is scarce. The Panvel-Uran belt has already seen land interest run ahead of the airport's opening.
Execution risk is real: consent thresholds, reserved-land ratios and phased servicing typically take years to turn into delivered homes. Buyers and landowners should track how the consent numbers settle, the final plot-return ratios, and how betterment charges are pitched — each will shape pricing and launch pace.
