Maharashtra fast-tracks Mumbai slum-cluster rebuilds, dropping the need for individual dweller consent

Mumbai's Slum Rehabilitation Authority has identified 18 more slum clusters for redevelopment under Maharashtra's Slum Cluster Area Redevelopment Scheme and is seeking clearances from a high-powered committee, according to reports in late June. Large pockets including the Wadala Truck Terminal, Behrampada in Bandra East and Majaswadi in Andheri East are among those lined up.

The expansion rides on a notable rule change: the state has ordered that the consent of individual slum dwellers is no longer required to take up cluster, or group, redevelopment. The scheme — approved under the State Housing Policy 2025 and operationalised in November 2025 — favours integrated planning of large, congested settlements over piecemeal, building-by-building rehabilitation.

Cluster redevelopment can unlock some of Mumbai's most valuable yet hardest-to-assemble land, and removing the consent bottleneck could revive projects stuck for years. It also reopens long-running questions about rehabilitation terms and safeguards for residents, which housing advocates are likely to track closely as individual sites advance.

For the broader market, faster slum-cluster execution is one of the few ways to add saleable supply in the island city without new land — a structural force behind redevelopment-led pricing across central and western Mumbai.
