CIDCO has invited bids worth about ₹3,115 crore for trunk infrastructure across NAINA — the Navi Mumbai Airport Influence Notified Area — spanning roads, bridges, vehicular and pedestrian underpasses, footpaths, street lighting and drainage. The works fall under Town Planning Schemes 2 through 7 and are targeted for completion within three years of award.

The tender is one slice of a larger commitment of roughly ₹14,300 crore that CIDCO has earmarked for the region over the coming decade. It follows the state's decision to carve out a separate "Third Mumbai" growth area around the Atal Setu sea link, which trimmed NAINA's footprint and sharpened CIDCO's focus on the schemes it retains.

NAINA sits in the Panvel-side hinterland that the new Navi Mumbai airport and Atal Setu have opened up. Funded trunk infrastructure is what converts notified farmland into serviced, buildable plots, and it typically precedes the next leg of price discovery in nodes across the Panvel–Taloja belt. Developers and buyers track tender award and execution closely here, because timelines in greenfield schemes have historically slipped.

For now this is a tender, not finished road. The pace of bidding, land pooling and actual construction will decide whether the corridor's promise turns into delivered plots — but the scale of spend signals CIDCO intends to keep the southern MMR growth story moving.
