Fadnavis reviews Palghar's ₹1.36 lakh crore build-out as 'Mumbai 4.0' takes shape

A cluster of projects worth roughly ₹1.36 lakh crore — a deep-water port, a bullet-train station, a sea link and a proposed offshore airport — is being packaged as the MMR's next growth pole.

Chief Minister Devendra Fadnavis spent Sunday, June 28 touring Palghar district's project pipeline, inspecting the Vadhavan Port site near Chinchani, the under-construction Boisar station of the Mumbai–Ahmedabad bullet train, the proposed offshore airport, the ₹850-crore Naringi Creek bridge and plans for the roughly ₹58,754-crore Uttan–Virar sea link. The state is now openly branding the district as the "fourth Mumbai," or Mumbai 4.0.

The anchor is Vadhavan: a greenfield port estimated at over ₹76,000 crore across 1,448 hectares, designed with a 20-metre draft that would let it berth the largest container vessels — capacity the state pegs at roughly three times JNPA, with a top-ten global ranking and about ten lakh jobs as the ambition. Alongside it, officials say Boisar will be under 30 minutes from BKC once the bullet train opens; seven of the corridor's eight tunnels fall in Palghar, including a 21-km stretch with about 7 km running undersea beneath Thane Creek. The offshore airport has cleared a pre-feasibility review, with a detailed project report the next step.

For property watchers, the context is the state's stated aim of lifting the MMR economy from about $140 billion to $300 billion by 2030, with the KSC New Town near Atal Setu ("third Mumbai") and Vadhavan ("fourth Mumbai") as the two new poles. Palghar, Boisar and the Virar belt sit at the far, affordable edge of today's MMR housing map; a credible port-rail-sealink cluster would gradually re-price that edge and pull logistics and industrial demand north.

The measured read: only some pieces — the Naringi bridge and bullet-train civil work — are physically underway, while the sea link and airport remain proposals under review. Mumbai 4.0 is best treated as a direction of travel over the next five to ten years, not a delivery date.
