Maharashtra clears a policy letting every civic body monetise the land it already owns

The state cabinet has approved an asset monetisation framework allowing municipal corporations, councils and nagar panchayats to raise revenue from vacant plots, buildings and market spaces.

The Maharashtra cabinet, chaired by Chief Minister Devendra Fadnavis, approved an Asset Monetisation Policy for urban local bodies on 14 July. It gives municipal corporations, municipal councils and nagar panchayats a formal route to generate recurring revenue from property they already hold - vacant land, buildings, commercial complexes, markets and public-utility spaces.

The stated aim is financial self-reliance for bodies that depend heavily on property tax and state transfers. The coverage is wide: Maharashtra has 29 municipal corporations, 15 'A' class municipal councils, 78 'B' class, 146 'C' class and 743 nagar panchayats, and the framework applies across all of them.

For the Mumbai Metropolitan Region, civic land is one of the few unlocked supply pools left inside already built-up areas. If corporations in Mumbai, Thane, Navi Mumbai and Kalyan-Dombivli begin leasing plots and complexes, more mixed-use and commercial tenders should surface in pockets that rarely see open land come to market. Whether that becomes a real supply channel depends on valuation norms, lease tenure and how transparent the tendering turns out to be.

The same cabinet meeting also cleared public-private partnership concessions to speed up redevelopment of state transport corporation land. Taken together, the two decisions point to a monetisation-led approach to public assets. Execution is where such policies historically slow down - disputed titles, encroachment and litigation have stalled civic land deals before.
