Maharashtra clears PPP redevelopment of 3,500 acres of state transport land across 850 sites

The cabinet will lease — not sell — surplus MSRTC plots to developers, targeting about Rs 600 crore a year for the loss-making bus corporation.

The Maharashtra cabinet has approved the commercial redevelopment of about 3,500 acres of surplus land held by the state road transport corporation, MSRTC, spread across roughly 850 locations statewide, through public-private partnerships. Chief Minister Devendra Fadnavis said the plots would be leased rather than sold, with ownership always remaining with the corporation.

Officials have bundled 236 identified projects into 84 packages covering about 42.7 lakh square metres, with 158 sites judged commercially viable. A committee led by the transport minister is to oversee development of 213 prime locations on long-term leases structured as 49 plus 49 years, and the cabinet granted a one-time exemption from parts of the state's PPP policy while keeping final approval powers.

For the MMR and other urban centres, transport-authority land matters because depots and bus stands often occupy central, well-connected plots that rarely come to market at scale. The lease-not-sell structure lets the state retain the underlying asset while capturing a share of the development upside — a model other public bodies have used to fund services.

The programme is expected to generate around Rs 600 crore a year for the perennially loss-making MSRTC, though realisation will hinge on tender terms, revenue-share design and how quickly individual sites clear approvals. Public-land monetisation drives in India have a long record of ambitious targets meeting slow ground realities.
