Why a bank can reject a RERA-registered project: APF numbers, explained

RERA registration is a disclosure, not a title clearance — a project's Approved Project File status tells you whether banks have done their own diligence.

A common shock for first-time buyers: the project is RERA-registered, the brochure looks clean, yet the bank declines the home loan — not because of the buyer's income, but because of the project itself. The confusion comes from treating RERA registration as a safety certificate. Registration means the promoter has disclosed plans, approvals and timelines to the regulator and is answerable to it; it does not certify that the land title would survive a lender's legal scrutiny.

That second layer is what an APF — Approved Project File (some lenders say Approved Project Finance) — number represents. Before a bank or housing-finance company "approves" a project, its legal and technical teams examine the title chain, sanctioned plans, layout approvals and the builder's delivery record. If satisfied, the lender assigns the project an APF number. For buyers in an APF-listed project, the project paperwork is already on the lender's file — loan processing runs mainly on the buyer's own income and credit documents, which is why sanctions are faster.

Checking is simple. Ask the sales office for APF numbers lender by lender — and tower by tower, since approvals are often specific to a wing or phase rather than the whole project. Cross-check on the lender's website (several banks publish searchable approved-project lists) or with the branch directly. Several large, unrelated lenders holding APFs on a project is a stronger signal than a single captive financier tied to the builder.

A missing APF is not automatically damning — very new launches may still be in the vetting queue. But if multiple banks have declined a project that has been selling for years, that is information worth acting on before money changes hands. And the reverse also holds: an APF is a layer of third-party diligence, not a guarantee of delivery. Read the title report uploaded on the project's MahaRERA page alongside it.
