Dharavi redevelopment targets first 10,000 rehabilitation homes within 18 months, Fadnavis says

Chief Minister Devendra Fadnavis said the first phase of the Dharavi redevelopment will deliver about 10,000 rehabilitation homes within 18 months, with the Prime Minister expected to hand over the keys. The project is being executed by Navbharat Mega Developers, a joint venture between the Maharashtra government and the Adani Group, which won the tender in 2022.

The developer has signalled it will begin constructing roughly 30,000 units in the coming financial year and is targeting an initial handover on Indian Railways land by December 2026. Residents documented before 2000 are entitled to 350-square-foot homes inside Dharavi; those in the 2000–2011 window qualify after paying ₹2.5 lakh. The plan also carves out dedicated space for Dharavi's leather, pottery and food-processing businesses.

Dharavi sits at the geographic heart of Mumbai, wedged between the Bandra-Kurla Complex, Sion and Dadar, so its transformation carries outsized weight for central-Mumbai land values and connectivity. A credible construction timeline — after years of legal and political delay — would begin to reprice the surrounding submarkets and unlock one of the island city's largest development footprints.

Execution risk remains the real story. Land consolidation, rehabilitation-eligibility surveys and the sheer scale of resettling more than a lakh units have slowed the project before. The 18-month claim now sets a public benchmark against which Phase 1 delivery can be measured.
